Any potential delegate wishing to speak on matters of fact, petition, policy or to make a request of Council must notify the Clerk in writing no later than 12:00 noon on the sixth (6) working day immediately before the Council meeting which you plan to attend. This notice must outline the full nature of the presentation.
To make a presentation before Lambton County Council, a delegate must:
In writing, identify thereself, as well as which group, if any, is being represented.
Any delegate wishing to present correspondence directly to County Council must do so through the Legal Services/Clerk's Department no later than 12:00 noon on the sixth (6) working day immediately before the Council meeting.
Any delegate wishing to present to Council on a matter that was included on the most recent prior Committee agenda, shall notify the Clerk in writing of their desire to address Council no later than 12:00 noon on the second working day immediately preceding the Council meeting which they propose to attend.
All delegates shall be limited in speaking to a period of not more than 10 minutes, which can be lengthened by the Warden or by motion of Council where special circumstances so warrant. Delegates who provide less than six 6) working days notice to the Clerk will be granted not more than five (5) minutes to address Council, which time can be lengthened by the Warden or by motion of Council where special circumstances so warrant.
No delegate(s) are permitted to speak regarding a tender of request for proposal which is either proposed, pending or actually before Council or a Committee for consideration. Nor is a person permitted to speak concerning labour relations, insurance claims, contract negotiations or Ontario Works or Social Housing appeals of any individual nature.
