Accessibility Plan

The County of Lambton's Accessibility Plan was developed in partnership with its Accessibility Advisory Committee. It identifies barriers in areas such as social housing units, departmental programming and communication practices. Copies of the County of Lambton Accessibility Plan are also available, upon request, in large print. Call 519 344-2062 ext. 2013 to receive an alternate copy.

The County of Lambton's Accessibility Plan:

  • Describes the process by which the County of Lambton identifies, removes and prevents barriers to people with disabilities.
  • Reviews the process the County of Lambton has made in removing and preventing barriers that were identified last year in its facilities, policies, programs, practices and services.
  • Lists the facilities, policies, programs, practices and services that the County of Lambton will review in the coming year to identify barriers to people with disabilities.
  • Describes the measures the County of Lambton will take in the coming year to remove, identify and prevent barriers to people with disabilities.

Community Health Study

In early 2007, a meeting of community leaders and stakeholders took place and it was agreed that a study of the health effects associated with exposure to environmental emissions is a public health priority. Community Safety and Well-Being Plan

People and organizations are working together to tackle family violence, mental health and addictions, and systemic discrimination.

Residents in Lambton County struggle to thrive due to family violence, mental health and addictions issues and systemic discrimination. Over the next 4 years, Lambton County’s Community Safety and Well-Being Plan (2022-2025) will help us address these challenges collectively.

This plan, with its focus on community support that promotes equity, inclusion and health and wellness, can be transformational for our community. At its foundation, the plan will work to build a culture of fairness, equity, and access to opportunity where individuals and families are able to meet their needs for education, health care, food, housing, income and social and cultural expression.

Corporate Clean Air Plan

The Corporate Clean Air Plan was created and adopted by Lambton County Council in 2008, and revised in 2018.

The purpose of the Clean Air Plan is to reduce emissions of harmful greenhouse gases (GHG's) into the air, to alleviate health and environmental impacts associated with air pollution and climate change in our community. The primary goal is to improve the health and quality of life of residents in Lambton County by reducing the amount of air pollution released through sustainable municipal actions.

Municipal Modernization Program

In 2019, the Ontario Government launched the Municipal Modernization Program and committed $125 million over four years to help small and rural municipalities modernize service delivery and identify new ways to be more efficient and effective.

Museums Strategic Plan

Oil Heritage Study

The Village of Oil Springs and the Township of Enniskillen, in partnership with the County of Lambton, undertook a study to help the notable areas within their municipalities achieve the status of an Ontario Heritage Conservation District. This designation is achieved through Part V of the Ontario Heritage Act and would preserve heritage structures and industrial archaeological sites.

To achieve this goal, the municipalities worked with local landowners and local historians to produce research and a report. Consultants, including representatives from MHBC Planning, Historical Research Limited and George Robb Architect, undertook a comprehensive inventory of the scale and scope of the resources.

Oil Heritage Conservation District Plan

Community Meeting - May 11, 2009

A Community Meeting was held on May 11, 2009 at the Oil Springs Youth Centre. At this meeting, consultants explained the research undertaken to date. The following maps were presented for discussion at the meeting, and show three options for defining potential Heritage Conservation District boundaries.

The first map, Limits of Oil Pool, shows a boundary based on the natural limit of the underground resource pool on which the industry was based. All successful wells were located within this boundary.

The second map, Potential Heritage Area, shows the same oil pool boundary, but uses property lines as the boundaries because they are more visible on the ground and are easier to define.

The third map, Potential Contributing and Sequential Heritage Areas, includes the potential district as defined on the second map, but would add other areas that have either contributed directly to the significance of the Oil Springs field (Plank Road, Oil City and the Wyoming railhead), or followed as a further development of the industry (Petrolia).

Public Health Strategic Plan

Strategic priorities were developed after extensive consultation with internal staff and external partners - business, non-profit and governmental leaders - and after examining community needs. The process identified six priority areas for public health to focus on over a five-year span (2014 - 2019). The Lambton Public Health Strategic Plan outlines these priority areas.

Social Services Division Service Delivery Review

In 2020, the Social Services Division worked with KPMG to undertake a review of the administrative processes for the delivery of Social Services. This service review required participation from Social Services Division staff from all departments, and involved the following elements:

  1. Service Profiles: Profiles for the different social services administered and delivered by the Division were developed and included: the service description, applicable public policy objectives, the rationale for the delivery of the service, comparison of service levels to a standing benchmark, the delivery model, budgetary information and a staffing summary.
  2. Process Mapping: KPMG worked with Social Services Division staff to develop process maps that summarize the individual work steps involved in the delivery of a service, current issues impacting efficiencies, customer service, internal controls and risk management and suggestions as to potential courses of action that can be considered by the County. Thirty-four process mapping sessions were completed, reviewing a total of 75 different processes.
  3. Comparative Analysis: A comparison of key performance indicators and financial benchmarks for the County of Lambton and nine comparative Consolidated Municipal Service Managers (CMSM’s).

The results from the KPMG service review highlight many positive aspects of the County’s delivery of Social Services. It also highlights areas where efficiencies may be achieved, and staff will work to adopt and implement the same. The Service Review summary is an excellent tool and provides opportunities for discussion around potential courses of action to address some shortcomings and contribute to an overall, more efficient and cost effective work flow.
